Gallatin County Community Unit School District No. 7 Judy Kaegi, Superintendent 5175 Highway 13 Junction, Illinois 62954 (618) 272-3821 February 7, 2022 Gallatin County School Family and Community, In Sangamon County Circuit Court on February 4, 2022, Judge Raylene Grischow granted a temporary restraining order (TRO) to halt Governor J.B. Pritzker's executive orders for schools temporarily. The judge also declared IDPH’s and ISBE’s emergency rules related to masking, student/staff exclusions for quarantine as “close contacts,” and staff vaccination/testing requirements are null and void. Gallatin County was not a party to this lawsuit, and the judge’s order does not expressly apply to Gallatin County. However, we interpret the judge’s ruling to invalidate the Governor’s executive orders and IDPH’s and ISBE’s rules, rendering these mandates unenforceable against every school district in the state. Therefore, beginning Monday, February 7, 2022, and in compliance with the Court ruling, the District will operate as follows: Masks will be highly recommended, not required. The District will not exclude students or employees identified as “close contacts” to a positive COVID-19 case who are asymptomatic. School district personnel are no longer required to provide proof of vaccination or submit to weekly testing. Please note that students and staff who test positive for COVID-19 will remain excluded from school for the time period of 5 days, set forth in the IDPH’s Exclusion Protocol. Please also note that masks are still mandatory for students and drivers on all District Transportation (buses, vans, etc.) due to the continued federal mandate requiring face coverings on public transportation. As we work to continue through this uncharted pandemic territory, thank you for continuing to be empathetic and show compassion to others. We believe some staff and students may want to mask; others may be immuno-compromised and need to continue masking; we will support these individuals. As a district, we will not lose our focus on our students, staff, or our community: We want our students to learn. Our teachers want to teach in person. Our goal is to have as little disruption as possible for the students within our learning environment. In closing, I must emphasize this litigation is still ongoing. The Illinois Attorney General filed an appeal to the Fourth District Appellate Court in Springfield. In the meantime, the state defendants have also filed a motion to stay, or suspend, the TRO while the appeal is pending. As a result, we will continue to update our school district community as soon as we receive more information. Respectfully, Judy Kaegi, Superintendent
